She has worked in human rights and economic development in India, Israel, and Eastern Europe, and has served as an elections monitor in Pakistan and Bangladesh.
Rachel is the author of Advancing Rule of Law Reform Abroad: The Next Generation (2012) and co-author of Let There Be Light: A Market-Based Solution to Electrifying the Developing World (2011). Her writings have also appeared in: Promoting the Rule of Law (2005); With All Our Might (2006); The Future of Human Rights (2008); Relocating the Rule of Law (2009); and Promoting Democracy and the Rule of Law: American and European Strategies (2009).
