Dr. Rachel Kleinfeld is the founding President and CEO of the Truman National Security Project. Named one of the top 40 under 40 Political Leaders by Time Magazine, Rachel leads the organization’s strategic vision, and appears regularly on national radio and television, from Fox News and CNN to the Montel Williams Show. Her commentary has been published in multiple magazines and newspapers; she also serves as a security expert for the National Journal. In 2011, Secretary Clinton appointed Rachel to the Foreign Affairs Policy Board, the advisory body to the U.S. Department of State.
Rachel’s passion lies in issues at the interstices of national security, human security, and development. Previously, as a Senior Consultant at Booz Allen Hamilton, Rachel worked on terrorism, trade, and security issues in weak states. As a consultant at CSIS, she has written on citizen preparedness for bioterrorism. She has consulted for the World Bank, the EU, OECD, and multiple government agencies and private organizations on building the rule of law in weak states, a field she continues as a non-resident Associate of the Carnegie Endowment. She has worked in human rights and economic development in India, Israel, and Eastern Europe, and has served as an elections monitor in Pakistan and Bangladesh.

Rachel is the author of Advancing Rule of Law Reform Abroad: The Next Generation (2012) and co-author of Let There Be Light: A Market-Based Solution to Electrifying the Developing World (2011). Her writings have also appeared in: Promoting the Rule of Law (2005); With All Our Might (2006); The Future of Human Rights (2008); Relocating the Rule of Law (2009); and Promoting Democracy and the Rule of Law: American and European Strategies (2009). Rachel serves on the Board of Caerus Analytics and previously served on the Board of the Blue Fund, a progressive mutual fund, and the Rhodes Scholarship Committee. A Rhodes Scholar and Truman Scholar, she received her B.A. from Yale University and her M. Phil and D. Phil in International Relations from St. Antony’s College, Oxford. Rachel was born and raised in a log house on a dirt road in her beloved Fairbanks, Alaska.
